The notes below are provided in order to
help you use this Interactive version of the Adopted Review Colchester
Borough Local Plan (March 2004) to its fullest potential. It
is strongly recommended for the user to read the section below
which contains specific information on System requirements, Users
Guide, disclaimers and copyright information.
Using the Interactive version of the Adopted
Review Colchester Borough Local Plan (March 2004)
When opening the website, this defaults to the Local
Plan Index Screen. The contents of the Local Plan, is divided into
two sections the Text and the Proposals Maps.
Navigating around the Local Plan Text
The Local Plan text can be viewed by left clicking
the mouse over the Adopted Review Colchester Borough Local Plan
button on the start up screen or by using the select a link option
and selecting the written statement option from viewing any map.
This opens up a contents list of each section
in the Local Plan. To select a chapter left click on the desired
chapter to open that chapter in a new window. Once this window
is open you can scroll through the chapter using either your scroll
keys on your keyboard, the scroll bar to the right of the screen
or by using the scroll wheel on the mouse (if applicable). You
can move between chapters by using the buttons at the bottom of
the screen or by closing the window and reselecting from the contents
page. Close window once finished.
In this document the reasoned justification is
set out immediately before the policy to which it relates. Policies
are shown boxed and in green.
Navigating around the Local Plan Maps
The Local Plan maps can be viewed by left clicking
on the Maps Index button on the start up screen or by using the
select a link option and selecting the map index option.
Please note that the main map is the proposals
map, which covers the whole Borough. Should the area you are interest
in have a black border around it, the land use allocations are
shown in an inset map.
If you know which map you wish to view you can
use the Select a Proposals Map option by pressing on the down arrow
to the right of box. Each of these maps are ordered alphabetically
by place name. Alternatively you can click on the proposals map
at the bottom of the Maps Index Page.
Either method will take you to an opening image
of the inset/proposals map, click on the image to progress into
the “Map Window”.
Using the Map Window
The Locator 1 map (In the top right of the Map
Window) shows the geographical location of the main map image within
Colchester Borough. The Locator 2 map (below the Locator 1 map)
shows the geographical location of the main map image within the
Inset itself.
You can navigate around the currently selected
Inset Map by using the arrows located around the main map image.
By clicking on these the next ‘Map Tile’ in that direction
will appear. For moving larger distances you can click on either
of the two ‘locator’ maps. Please note that any movement
of the main map image will be accompanied by a corresponding change
in position of the Blue Circle locator on the ‘Locator’ maps.
By hovering your mouse over the main map image
a ‘tip tag’ indicating what policies apply to the relevant
position of your mouse. By clicking at that position you will open
a new window with a listing of all policies for that location.
By selecting each one in turn the relevant policy text will appear.
The background to each policy precedes the policy text and provides
the context for each policy. This can be viewed by scrolling up.
Use the back button in your web browser to return to the listing.
By selecting the ‘Drop Down Menu’ below
the ‘Locator’ maps you can access quick routes back
to the Colchester Borough Council Website, Local Plan Index, Maps
Index, Written Statement, Key and Help
The Help Button on the Local Plan Index Screen
shows a pictorial example of the Map Window Screen or you can press
on the link below.

Printing Instructions
To print any part of this Interactive version
of the local plan you can right click on any part of the screen
and select either the print option or print picture option. Alternatively
you can use the short cut “Ctrl” & “P” Keys.

Plan document. Paper copies of the Local Plan are available for
inspection at both the Colchester Borough Council Offices at Lexden
Grange, Lexden Road or Angel Court, High Street. Paper copies of
the Local Plan can also be purchased from these addresses. The
paper copy can also be viewed at all the libraries in the Borough.
